San Diego Weighs Changes to Popular ADU Incentive Program

The San Diego City Council is considering scaling back an accessory dwelling unit (ADU) incentive that has boosted the city’s housing supply but drawn criticism from some homeowners. The program allows property owners to build a bonus market-rate ADU for each affordable unit they commit to, leading to a surge in approvals—787 ADUs last year alone. Supporters praise it for addressing housing shortages and creating jobs, while opponents argue it disrupts neighborhood character and worsens parking issues.
